* Jackpot amounts shown in white are estimated annuity values, paid out over 30 years. Most winners take their money as a cash payout, usually about half of the estimated annuity value. Jackpots actually won are shown in gold. If a Jackpot was taken in cash, the amount is shown to the nearest dollar. Otherwise, it is an estimated annuity value.  
If we win a jackpot, we plan to take it in cash.
For each $1 million estimated annuity value, each of our 42 players' net cash take, after 35% Federal income tax, should be about $7,500.
For a very low jackpot of $15,000,000, each player should get about $112,500 after taxes. If we had won the $75,231,092 jackpot of 11/28/07, each player's after-tax share would be $1,140,000.

NEW! 1/16/07: We had some money left over after buying tickets for all 25 drawings, so I bought some tickets for the 2/2 drawing. After 2/2, I'll give everybody a detailed accounting of what we collected, what we won, and what is left over, if anything.
I've learned a lot from running the pool this time. I've bought just a few tickets at a time, and I've redeemed them whenever we won something.  It has been VERY hard to keep track of our little $3 and $4 winnings as I redeemed them, not to mention dealing with dozens and dozens of lottery tickets.
The pool for Feb-Apr will be much more efficient on this end. I will buy tickets that are good for 25 weeks' worth of drawings, all on one five-play ticket. If we have 40 players, we'll have just 8 pieces of paper to carry us through the whole three months. Unless we win something big, I won't collect any winnings until after the last drawing. Then I'll be able to show that we bought tickets X, Y, and Z, and that ticket X won this much money, ticket Y won this much, and so forth.
I'll still post the winning numbers on this site, along with the amounts that we won. I just won't be redeeming the tickets until the whole thing is over.
On the other hand, we might just win a jackpot, and all that stuff will be meaningless.
11/26/07: You can see from your green sheet that we've got four extra $5 tickets that I can play from when the jackpot is very large. When the jackpot is big enough to give each of us $1 million or more, I just pick one of those extra tickets and play it. Please don't be mad if a number hits and it wasn't on the ticket I chose to play. ;-)
Correction: The note below is in error. There was only one new person, and he sent $25.
11/24/07: After the 11/11/deadline, two new shipmates sent us a total of $40 toward the pool. Instead of sending their money back, I made an executive decision to add them to the pool, and to use their money to buy extra tickets for very large jackpots. If we win a jackpot, each of them will get their proportional share. Their money will help us have more chance of winning big. I've put $5 of it toward tonight's $137 million annuity / $68 million cash jackpot. If anybody strongly opposes my decision, let me know. I made it, I can change it.  
11/18/07: I have an Excel workbook that keeps track of our winners. It shows all our numbers. When you enter the winning numbers, it shows which tickets, if any, are winners. Any player can have a copy by emailing ussrankin@aol.com.
On 11/13/07, we sent a letter to each of our 42 players. The letter shows the numbers we will be playing, and includes a list of all the players. Watch for it. (I decided it might be unwise to post our numbers up here, so I didn't do it.)
As of 11/11/07, no more money or numbers are being accepted. The money is in a checking account with an associated debit card.

BASIC INFORMATION ABOUT THE POOL
Not Part of the Association
This pool is NOT an activity of The USS Rankin Association. It is exclusively conducted by and for those contributing to the pool. Participation is open to anyone, but Pennsylvania law limits lottery participation to people 18 years of age or older.

Collecting Money
Contributions to the pool can be made in whole dollar amounts between $1 and $25. Send contributions to

Make checks payable to USS Rankin Lottery Pool.
Money will be collected until 5:00 PM, Monday, November 5, 2008. At that time, Skip Sander will complete an accounting of the names and contact information of all contributors, and the amount they have contributed to the pool. No additional contributions will be accepted.

Picking Numbers
Skip Sander will pick them as he sees fit, possibly including "Quick Picks" by the lottery machine. He plans to pick at least some numbers having to do with the USS Rankin: commissioning dates, combinations derived from the number 103, etc. If you have some favorite numbers, let him know.

Buying Tickets
It is planned that the first Powerball tickets be bought for the drawing on Saturday evening, November 3, 2007. Other tickets will be bought at times depending on the size of the jackpot and the money available. No tickets will be bought for drawings taking place after January 31, 2008.
Tickets will be bought at times and places determined by Skip Sander, on the basis of some participation in all or most Powerball drawings, but greater participation in drawings with larger jackpots. This may require holding off on purchases until the jackpot has had time to grow.
To whatever extent is practicable, ticket numbers and the identities of their participants will be posted on this web site.  

Matching Players to Tickets
Skip Sander will match players to tickets in whatever way he judges to be orderly and equitable. He will try hard, but cannot guarantee, to arrange it  so no contributor to a jackpot-winning ticket will receive less than $1 million. This amount is calculated using the annuity value provided by the lottery; if the jackpot is taken in cash, the actual amount to each user can be substantially less than $1 million. (It is still a LOT of money, though.)

Informing the Players
Skip Sander plans to keep players informed of their ticket participation by posting information on this web site. It is expected that there will be many players and a LOT of tickets, so this may not be practical in many cases. Some sort of general summary may have to suffice. Basically, players should just trust Skip to keep track of things.

What if a ticket wins?

The first thing to be done with a winning ticket is to determine who is participating in it. Skip Sander keeps meticulous records of this, so this should be easy.

The Powerball lottery offers several ways to win between $3 and $100. If a ticket wins one of these prizes, the money will be reinvested in Powerball tickets, in the names of the participants in the winning ticket. They will not necessarily be individually notified.

There are also ways of winning $10,000 or $200,000. If a ticket wins one of these prizes, the participants in the winning ticket will be notified, and the winnings will be evenly distributed among them.

If one of the tickets from the pool wins a multimillion dollar jackpot, the first million dollars will go as a tax free gift to the USS Rankin Association. The rest of the money will be distributed among the participants in the winning ticket, according to the amount of their contribution. There will be one share of the remaining Jackpot money for every dollar contributed to the pool. Those who have contributed $25 will get 25 shares, those who have contributed $20 will get 20 shares, and so forth.

Skip Sander likes to encourage ticket sellers to wish him luck. He does so by promising them the car of their choice, within reason, if he hits the jackpot. He hopes that if we hit a jackpot, we can all pitch in and buy the ticket seller a car. (Since the jackpot will be split among many players, he'd rather not buy it out of his share only.)
Regardless of the identity of the participants, Skip Sander will hold the winning ticket until the following steps are completed:
The Executive Board of The USS Rankin Association (hereafter The Association) designates a person to represent its interests and to act on its behalf.
The winners, including The Association, engage a qualified and experienced financial advisor agreeable to them all. The purpose of the financial advisor is to advise the group about taking the winnings in cash or in the annuity offered by the lottery, and to perform other tasks normally associated with financial advisors.  
The winners, including The Association, engage a Certified Public Accountant agreeable to them all. The purpose of the CPA is to determine the amounts to be distributed, to distribute the money, to make necessary tax filings, and to perform other tasks normally associated with CPAs.
In the event that the winners do not agree on one or more of the above three persons within 30 days of receiving notification of their winning status, or in any event within 45 days of the drawing of the winning ticket, Skip Sander will act as The Association's representative and will engage the financial advisor and CPA.
The winning ticket will be transported to the appropriate lottery office for action.
When the above steps have been completed, or before that, if in his judgment it is in the best interests of the winners, Skip Sander will release the winning ticket to the appropriate lottery officials.
