* "Jackpot" amounts shown in white are estimated annuity values, paid out over 30 years. Jackpots actually won, if any, are shown in gold. (Sooner or later, somebody does win.) If a Jackpot was taken in cash, the amount is shown to the nearest dollar. Otherwise, it is an estimated annuity value, rounded to the nearest million.  
** "Cash Value of 1 Share" amounts are estimated after tax winnings of each pool member if we take our winnings in cash. (Most Jackpot winners do that, and we probably will, too.) For the lowest possible jackpot of $15,000,000 estimated annuity value, each of our players should get about $100,000 cash after taxes. If we had won the $139,421,731 cash jackpot of 3/15/08, each player's after-tax share would have been about $1,930,000.
NOTES AND UPDATES
4/20/08 - This pool is over after the 4/26 drawing. The next pool starts with the 5/3 drawing. There is one drawing in between, on 4/30/08. My intention is to buy 46 tickets for that drawing, using winnings from Lottery Pools #1 and #2. Large winnings, if any, will be divided among participants in Pools #1 and #2, using the method described below on 3/9/08. Since Pool #3 will have no winnings at that time, contributions to Pool #3 will NOT be included in the calculations.
3/15/08 - The extra tickets won a total of $10.00 tonight. I'll cash the tickets at the end of April and put the winnings in the bank. Somebody won the Jackpot, so it rolls over to $15 million.
3/13/08 - There was no Jackpot winner last night, so it rolls over to $275 million. I will put another $20 from the bank into tickets. Winnings over $100 will be divided among participants in both pools, in accordance with the 3/9/08 note below. In addition to the human players, The Association will get a full share.
3/12/08 - HANDLING TICKETS - I often buy Powerball tickets for myself or me and other small groups of players. This is how I keep everybody's tickets separate: At the time I buy a ticket, I make a note on the front of it about who it belongs to. For our current lottery pool, that is usually "RN Pool." For the extra tickets described below, which benefit all players who ever participated, it is usually "RN All." I mark all Rankin Lottery Pool tickets on the back with a USS Rankin Association stamp, plus my signature. I keep all the Rankin tickets, even the losing ones, in a safe, for at least one year after the drawing.
3/11/08 - I took $20 from the bank and put it into tickets for tomorrow's $230 million jackpot. In the system laid out below, I forgot to take out a share for the Assocation. Their share would be equal to that of the person who has played the full amount in all the pools.
3/9/08 - Because of the way our pools are set up, we win a small amount of money in every drawing. This money accumulates in our lottery pool bank account, to the extent of $120 or so at this time. There's also about $50 in unredeemed winning tickets from the current pool.
When the jackpot gets very large, as it is right now, I like to use the money in our account to buy some extra tickets. In case one of those tickets ever wins, I want us all to agree on how we divide it up. I think I have the perfect way.
If a winning ticket is purchased from excess funds in the lottery pool bank account, we will distribute the proceeds to every person who has ever participated in one of our lottery pools, in proportion to that person's total contribution to all the pools.
That means that anybody who has ever participated shares in the wealth.
As of today, participants have contributed a total of $2,205 to the pools. Their contributions range from $10 for somebody who only participated in the first pool, to $50 for somebody who contributed the full $25 to both pools. The first person would get 10/2205 of the jackpot cash. The second one would get 50/2205.
If we hit the current $230 million annuity value jackpot and took it in cash, we would have about $71,760,000 after taxes. The first person would get about $325,000 as a return on their $10. The second person would get five times as much, or $1,625,000 as a return on their $50.
This seems fair and equitable to me, and it is how I intend to manage things from now on. If any player has any objections, please let me know.
3/7/08 - Since the jackpot is so large, I used $10 from the money left over from Pool #1 to buy tickets for Saturday's drawing. If we win, the money will be divided among the players of Pool #1.
2/27/08 - We have yet another new player, C. Moore, player #46. She was in the last pool, and wanted to be in this one, but didn't put up her money until tonight (she had been in the hospital). I put $16 of it toward future tickets, and $9 of it toward tonight's very large jackpot. As always, if we win, the winnings are divided among all the players, not just the one who put up the late money. Since the jackpot is large, I also bought 10 tickets on behalf of the players in the previous pool (they have some money left over). The ticket seller messed up my order for tickets, but everything worked out in the end. As you know, I offer the ticket seller the car of his choice (if we win) in exchange for his or her fervent wish for good luck. The kid who messed up still gets his car, unless the players choose not to buy it for him. Due to circumstances at the ticket sale, I also offered a car to a person who was buying tickets at the same time and offered to wish me luck. I don't know her name, but she's part owner of the Pittsburgh Passion women's professional football team. If we win, she shouldn't be hard to find.
Today I also added the (estimated) "Cash Value of 1 Share" column to the table.
2/13/08 - We have another player, J. Dowling, player #45. I've just bought 25 tickets with the money. Any winnings from the new tickets will be winnings for the pool, not for just #45. When somebody sends money in after the pool has started, I use it to buy one more set of numbers for all the remaining drawings. Since there are fewer than 25 drawings remaining, I use the extra money to buy tickets for the current drawing. In the case of this new player, there were 22 drawings left as of the date I deposited the money into the pool's bank account. I bought a quick pick ticket for the next 22 drawings, and three tickets for tonight's drawing. There are one or two more players whose money may be enroute. Once ALL the money has been received, I'll update all players with the names and contact information of the new players, and of the additional sets of numbers we are playing. If a player has an email address, I'll send it by email. The rest I'll send by postal mail. Postal notification is a pain, but I really want everybody to know what's going on.
2/8/08 - I found two more checks totaling $25, from C. L. Labbé and K. Abell. I will buy 25 tickets with the money, and add those two contributors to the list of players. There are now 44 players (counting the two new people as one player). I'll buy 4 tickets to the 2/13 drawing, and 1 ticket each for the remaining 21 drawings. If we win the big money, the two of them together will get one share and divide it according to their share of the $25 contribution. With one share for each of 44 players, and one for The USS Rankin Association, we will now divide our winnings 45 ways.
2/8/08 - All 1,080 plays for our 43-member pool have been bought. I stamped the tickets with a USS Rankin Association stamp, signed them on the back, and locked them away in a safe.
2/8/08 - Today I sent each of our 43 players a list of all the players, plus a list of the 43 sets of numbers we are playing until the end of April. I also did a final accounting of the money contributed, spent, and won in the previous pool, and sent a copy to everyone who contributed to that pool.
2/6/08 - Due to an error by a ticket seller, we have five extra tickets for tonight's drawing, and five fewer tickets than normal for the drawing on 4/26/08. I will buy five more tickets for 4/26. We will pay for them out of our winnings in other drawings.

CHANCES OF WINNING A PRIZE
The chance of winning any prize is about 1 in 36. Because we buy tickets covering all possible Powerball numbers, we will win at least one small prize in every drawing. That's no big deal, but it CAN give you the feeling of luck or accomplishment.
The chance of winning a Jackpot is about one in 146 million. In other words, the chance of winning a jackpot is nearly zero. (Nevertheless, SOMEBODY wins, sooner or later.) Your primary reason for participating in this pool should be the fun that you and others have by participating. Just imagine, in the unlikely event that we win, there will be 44 smiling faces in the picture of all those people holding the giant check!

BASIC INFORMATION ABOUT THE POOL
Not Part of the Association
This pool is NOT an activity of The USS Rankin Association. It is exclusively conducted by and for those contributing to the pool. Participation is open to anyone, but Pennsylvania law limits lottery participation to people 18 years of age or older.

Collecting Money

Make checks payable to USS Rankin Lottery Pool.
Money will be collected until 5:00 PM, Saturday, February 2, 2008. At that time, Skip Sander will complete an accounting of the names and contact information of all contributors. Contributions received after the deadline will be handled at the sole discretion of Skip Sander.

Picking Numbers
Skip Sander will pick them as he sees fit, possibly including "Quick Picks" by the lottery machine. As much as is practical, the same numbers will be played for every drawing. Skip will endeavor to inform all players of the numbers being played.

Buying Tickets
The first Powerball tickets be bought for the drawing on Saturday evening, February 2, 2008. Other tickets will be bought at the sole discretion of Skip Sander. To minimize complexity, confusion, and chance for error, he will endeavor to buy tickets for all drawings at one time.

Informing the Players
Skip Sander plans to keep players informed of their ticket participation by posting information on this web site, and by sending periodic emails to players who have email addresses.

What if a ticket wins?
The Powerball lottery offers several ways to win between $3 and $100. If a ticket wins one of these prizes, the money will be handled at the sole discretion of Skip Sander. He may buy additional tickets on behalf of the players, or donate it to The USS Rankin Association, or retain it in a bank account for future use, or whatever else he deems to be proper and fair to the players. If there is enough money to do so, he will at least buy one ticket per participant for the drawing of 04/30/08.

There are also ways of winning $10,000 or $200,000. If a ticket wins one of these prizes, the participants in the winning ticket will be notified, and the winnings will be evenly distributed among them, with one full share going to The USS Rankin Association.

If one of the tickets from the pool wins a multimillion dollar jackpot, the money will be distributed equally among the participants, with one full share going to The USS Rankin Association.

Skip Sander likes to encourage ticket sellers to wish us luck. He does so by promising them the car of their choice, within reason, if he hits the jackpot. He hopes that if we hit a jackpot, we can all pitch in and buy the ticket seller a car. (Since the jackpot will be split among many players, he'd rather not buy it out of his share only.)
If we win a jackpot, Skip Sander will hold the winning ticket until the following steps are completed:
The Executive Board of The USS Rankin Association (hereafter The Association) designates a person to represent its interests and to act on its behalf.
The winners, including The Association, engage a qualified and experienced financial advisor agreeable to them all. The purpose of the financial advisor is to advise the group about taking the winnings in cash or in the annuity offered by the lottery, and to perform other tasks normally associated with financial advisors.  
The winners, including The Association, engage a Certified Public Accountant agreeable to them all. The purpose of the CPA is to determine the amounts to be distributed, to distribute the money, to make necessary tax filings, and to perform other tasks normally associated with CPAs.
In the event that the winners do not agree on one or more of the above three persons within 30 days of receiving notification of their winning status, or in any event within 45 days of the drawing of the winning ticket, Skip Sander will act as The Association's representative and will engage the financial advisor and CPA.
The winning ticket will be transported to the appropriate lottery office for action.
When the above steps have been completed, or before that, if in his judgment it is in the best interests of the winners, Skip Sander will release the winning ticket to the appropriate lottery officials.

The original Announcement of the Pool, as it appeared in Rankin News Issue #8, December, 2007:
Powerball!
As you may know, we’ve been running a lottery pool for the famous multi-state, multi-million dollar Powerball game. This particular pool is over at the end of January, and we plan to start a new one for February, March, and April.
We have 42 players in the current pool, and we buy at least 40 tickets for each drawing. Drawings are held every Wednesday and Saturday at 11:00 PM Eastern time. The minimum cash jackpot is $7.5 million, and the maximum can be in the hundreds of millions.
Other winnings can range from $3.00 to $200,000, depending on the number of winning numbers we hold. We win a small prize pretty much every week, and we invest those winnings in extra tickets when the jackpot is really big. (It’s been as big as $155 million during our time so far.)
If we win a Jackpot, we’ll divide the money equally among all the players, with one share going to The USS Rankin Association. (If we should happen to win, stand by for a truly special reunion, maybe on a cruise ship.)
The chance of winning a jackpot is pretty slim, but it’s a LOT of fun to play. We play the same numbers for each drawing. Each player gets a list of our numbers, so he or she can check for winners on the Internet. Skip Sander checks for them, too, and keeps a list on the USS Rankin web site. Take a look at it.
